Robert Keith Allen was born December 26, 1952 in Granite City, Illinois. He grew up in the adjacent town of Madison (population 6,900 or so at the time) where he attended public school through grade 11. For his senior year he transfered to Mehlville Sr. High School in South St. Louis County, Missouri. After high school he remained in the St. Louis area where he attended Southern Illinois University at Edwardsville (B.A. 1976) and worked in diverse and enriching occupations including substitute teaching, pipefitting, and general office work. He relocated to Hawaii in 1984 and has resided on the Hilo side of the Big Island since that time. After moving to Hawaii, Robert worked for various companies from 1984 through 1990 including Amfac Tropical Products (Supervisor), 7-Eleven Hawaii (Store Manager), Aloha Petroleum (Area Supervisor), and the Department of Educaton (Teacher). In 1989 he began studies at the University of Hawaii in Hilo and earned a Certificate of Teacher Education in 1991. In 1992 he entered Drake Law School where, in 1995, he received his J.D. degree and membership in the prestigious Order of the Coif. He began his law career as an Associate Attorney in the office of Valta A. Cook, Attorney at Law in Hilo, Hawaii. Since October 1996 he has been in solo practice in East Hawaii.
